Get the service-notice status of an email

The service-notice check state of an email's current content: verdict (pass, fail, unavailable, pending_review, approved, rejected, or null when it was never checked), the category the check found and the reviewTicketId of a requested review. available is false when the project can't send service notices at all (feature off, no own sending server, not set up yet, paused), with the reason in unavailableReason.
